Cuba’s Solar Energy Expansion Plan

Cuba is taking a significant step toward energy independence and sustainability, with plans to install 55 new photovoltaic solar power plants by 2025, according to Foreign Minister Bruno Rodríguez. This is part of a broader national energy transition strategy aimed at eliminating blackouts during daylight hours and boosting renewable energy capacity.


By 2028, the government intends to establish a total of 92 solar parks, delivering more than 2,000 megawatts (MW) of power to the National Power System (SEN).


Aiming for Energy Sovereignty

Speaking to Parliament, Cuban Minister of Energy and Mines Vicente de la O Levy emphasized the government’s commitment to reviving the SEN to meet the growing energy demands of both the economy and the population.


The strategy includes:


  • Recovering generation capacities in distributed networks and thermoelectric plants using domestic fuel.

  • Upgrading electrical infrastructure.

  • Promoting energy efficiency and rational consumption.

  • Encouraging the transition to renewable energy sources, particularly solar power.


Challenges in the Energy Sector

The past year has been particularly challenging for Cuba’s energy sector due to fuel shortages, facility breakdowns, and the ongoing economic blockade by the United States. These issues have caused widespread blackouts and operational disruptions in the SEN.


Despite these hurdles, the government remains committed to its renewable energy goals. Minister de la O Levy announced that two photovoltaic solar parks are expected to come online in February 2025, with six more to follow in March. On average, five new parks will be operational each month, accelerating Cuba’s path toward energy sustainability.

This ambitious solar energy project represents a major leap forward for Cuba, aligning with global efforts to combat climate change and reduce reliance on fossil fuels. By harnessing its abundant sunlight, the nation aims to achieve energy sovereignty while ensuring a stable and reliable power supply for its people.
