Deendayal Port Authority Allocates 3,400 Acres for Green Hydrogen Production Hub in Kandla

In a strategic move to establish India as a green hydrogen powerhouse, the Deendayal Port Authority (DPA) has allocated 3,400 acres near Kandla port in Gujarat to four leading corporate houses. This allocation aims to set up an impressive 5.5 million tonnes per annum (MTPA) of green hydrogen production capacity by 2030. This project supports India’s National Green Hydrogen Mission, which identifies Kandla as one of three strategic green hydrogen hubs alongside Tuticorin and Paradip.


Green Hydrogen Development at Kandla Port: A Strategic Step

The four companies—Reliance Green Hydrogen and Green Chemicals Ltd, Larsen & Toubro Green Energy Tech Ltd, Welspun New Energy Ltd, and AM Green Hydrogen Pvt Ltd—are spearheading the ambitious project, which will focus on the production of green ammonia, a key green hydrogen derivative. The land allocations are as follows:


  • Larsen & Toubro: 1,900 acres

  • Reliance: 900 acres

  • AM Green: 450 acres

  • Welspun: 150 acres


The green hydrogen produced at Kandla will be both exported and used as an alternative fuel source for bunker vessels, positioning Kandla as a global hub for green energy exports.


Infrastructure Expansion for Sustainable Production

In support of the green hydrogen initiatives, DPA plans to set up a 300 MLD desalination plant to meet water requirements, issuing an Expression of Interest (EoI) for the same. According to Sushil Kumar Singh, Chairman of DPA, the desalination plant and renewable energy sources totaling 9 GW will supply the water and energy required to fuel these extensive hydrogen projects.


NTPC Collaboration for Hydrogen-Powered Transport

Alongside these major production projects, DPA has signed a Memorandum of Understanding (MoU) with NTPC to establish a hydrogen plant specifically for fueling hydrogen-powered buses at Kandla. This clean transportation initiative will see 11 hydrogen-powered buses in operation by August 2025, advancing both clean energy adoption and eco-friendly infrastructure within the port area.


Gujarat: India’s Green Hydrogen Investment Magnet

According to BloombergNEF, Gujarat has become a preferred destination for green hydrogen investments, with $76 billion in proposals. Despite no dedicated green hydrogen policy in place, Gujarat’s coastal location makes it an ideal site for exporting green hydrogen derivatives to international markets, such as Europe and Japan. Neighboring states, including Maharashtra, Karnataka, and Odisha, are also drawing large investments in the sector.


India’s Vision for Green Hydrogen and Global Energy Leadership

The developments at Kandla reflect India’s larger ambition under the National Green Hydrogen Mission to become a leading global exporter of green hydrogen and its derivatives. This massive infrastructure project aims to boost India’s green energy footprint, cater to international demand, and reduce emissions in sectors like shipping, refining, and chemical production. By 2030, these developments are poised to make Kandla a central hub for green hydrogen production and export, reinforcing India’s role in the global green energy transition.
