SJVN Green Energy Limited (SGEL), a subsidiary of SJVN Limited, has released a tender notice for the development of a 700 MW (AC) solar power project in Khavda, Gujarat. The project will span seven plots and is divided into two phases: GUVNL Phase XXI with 500 MW capacity at the GIPCL Renewable Energy Park, and GUVNL Phase XXIII with 200 MW capacity at the GSECL Renewable Energy Park.
Project Overview and Scope
The project, which will operate under the Engineering, Procurement, and Construction (EPC) model, covers the design, engineering, supply, erection, testing, commissioning, and comprehensive operation and maintenance (O&M) for a period of three years. Contractors can bid for either phase, with each phase available in multiples of 100 MW. Importantly, all solar modules used in the project must come from the “Approved List of Models and Manufacturers” issued by the Ministry of New and Renewable Energy (MNRE), ensuring quality and compliance with national standards.
Important Dates and Bidding Process
The bid documents will be available starting October 22, 2024, with the last date for submission of bids being November 19, 2024. The techno-commercial bid will open the same day, and a pre-bid meeting is scheduled for November 6, 2024, providing interested bidders with an opportunity to clarify project details. Following the opening of the price bids, a reverse auction will be conducted to determine the most competitive pricing for the project.
Bidders must submit their documents by November 29, 2024, and ensure they provide an Earnest Money Deposit (EMD) of ₹10.70 crore per 100 MW, which can be paid via a bank guarantee or NEFT transfer.
Technical Specifications and Performance Requirements
The project specifications include land development, installation of solar modules, civil and electrical work, and grid integration. Contractors must ensure full compliance with the tender's technical requirements. The successful bidders will be determined based on the most competitive price offered in the reverse auction process. Additionally, winning bidders will be required to submit a Performance Bank Guarantee (PBG), as specified in the final contract documentation.
